Project Brief

The Mega Food Parks Scheme is a flagship scheme of the Ministry of Food Processing Industries which provides grant assistance to interested entities for setting up modern infrastructure facilities for the food processing sector along the value chain from the farm to the market. Key revenue sources for the food park developer are lease rentals from land lease and user charges for use of common facilities by the occupants who set up units inside the park. Our team has served as project manager for almost half a dozen such projects.

Team’s Scope of Work:

Preparation / Revision of bankable Detailed Project Report (DPR) – site and location viability analysis in terms of connectivity and raw material and market accessibility, analysis of issues related to developing the external infrastructure such as approach road, power, water supply, effluent treatment, etc., master planning and drawing, project cost estimates, business plan and financial model, risk mitigation framework and implementation schedule.
Technical Assistance in obtainment of statutory clearances / approvals like contour survey, water and soil testing, application to State Pollution Control Board for ‘Consent to Establish’, ToR for consultant to be appointed for Environmental Clearance, application to State Electricity Board (SEB) for power supply and distribution and for approval from local Town and Country Planning Authority, application to state government for incentives under state government policies etc.
Assistance in financial closure of the project
Assistance to SPV in meeting various conditions of Final Approval like change in land use, company incorporation & execution of Share Subscription Agreement
Assistance in Designing a Procurement Framework
Rendering engineering services to the project. These include – preparation of design and detailed drawings, preparation of detailed cost estimates for all project infrastructure, estimation of item wise quantities (BOQ), preparation of bid documents, bid process management (in terms of floating tenders), assistance to SPV in selection and appointment of consultants/contractors/equipment suppliers, preparation and execution of construction/supply contracts to facilitate commencement of Project construction etc.
Supervision of work output of contractors/suppliers/consultants to ensure quality
Assistance in operationalizing and marketing the project including raw material sourcing
